However, due to the extensive processing of packaging and the fact that the packaging is mostly disposable, 80% of the packaging becomes waste after a single use, making the packaging industry not only wasted a lot of oil, quartz sand, iron and aluminum deposits, etc. Renewable resources and valuable forest resources, and the wastes discharged during and after use, seriously pollute the ecological environment, especially the "white pollution" caused by non-degradable plastics, and become a major environmental hazard. Therefore, the current packaging industry is a microcosm of the serious consequences of the traditional resource economy. The most important essence of circular economy is recycling after recycling of resources, and all types of products in the packaging industry can be disposed of after abandonment, or reused, or regenerated into new products to enable recycling of resources. , to obtain the dual effects of resource conservation and environmental protection. Germany and the European Community passed legislation to force the recycling of packaging waste; the United States mainly used market leverage to regulate the recycling of packaging waste, making recycling of packaging resources; all have achieved significant economic and environmental benefits. Among the products included in recycling economy recycling are packaging waste, waste vehicles, used electronic devices and electronic equipment, used batteries, biological waste, construction or dismantled rubble, waste carpets and textiles, and waste wood. Japan also started with the recycling of packaging waste and formulated the "Basic Law for the Promotion of a Recycling Society". The above analysis and practice show that the packaging industry is a typical resource economy, and packaging waste is also one of the most economical wastes.
